Title: IIS disappears after upgrade from Windows 7/8 to 10

Following the update to Windows 10 the local web server doesn't work any more.

127.0.0.1 or localhost brings up a 503 page in IE.

The cure is to go into Control Panel then Features. Completely remove IIS and restart. Go back and re-enable IIS.
